ID.me verifies your personal identity to access the Information Returns Intake System (IRIS) Taxpayer Portal, whether you’re accessing the application for personal or professional purposes. This way, you can apply for a transmitter control code (TCC) to e-file Forms 1099 with the IRIS.
After you verify your identity, you can access the website and interact on behalf of the business you are representing. This article explains how to verify your identity so you can access the IRIS Taxpayer Portal.
Already have an ID.me account?
If you are an existing ID.me member, do not create another account.
To access the IRIS Taxpayer Portal, you must consent to share your information with the IRS:
- Go to the IRIS Taxpayer Portal.
- Select Access IRIS Application for TCC, then select Sign in with ID.me.
- Complete sign in using multi-factor authentication (MFA).
- After you sign in, you’ll be prompted to allow consent to share your information with the IRS. You’ll be redirected to the IRIS Taxpayer Portal.

Add your work email address
If you’d like to add your work email address to your existing ID.me account:
- Sign in to your ID.me account, then select your name from the navigation bar.
- Select My Account, then select Profile.
- Under “Email,” select + Add Email, then enter your work email address.
- Select Send Verification. A confirmation message will be sent to your work email address.
Tip: If you don't receive the email, check your spam folder. You can select Resend Verification to send a new confirmation email. - Select the link in the email to confirm this email address.
After you have confirmed the email, it displays in the “Profile” tab of your account. You can now verify your identity.
Creating an ID.me account for the first time?
If you do not have an ID.me account, create an account using your personal email address. After you create your ID.me account, verify your identity to access the IRIS Taxpayer Portal.
You only need to verify your identity once—then you can use your ID.me log in at the IRS and anywhere else ID.me is accepted.
Create an ID.me account
To help ensure you always have access to your ID.me account, we recommend creating your ID.me account using your personal email address.
To create a new account:
- Go to IRIS Taxpayer Portal, select Access IRIS Application for TCC, then select Create an ID.me account.
- Enter your personal email address and a strong password, then select Create account. Learn how to create a strong password.
- Follow the prompts to finish setting up your ID.me account and to confirm ownership of your email. You’ll be redirected to the IRIS Taxpayer portal to verify your identity.
Verify your identity
You can use Self-Service or a video call to verify your identity:
Self-Service is the most common verification method and takes 5-10 minutes to complete. To verify, you’ll need:
- A mobile phone that has a camera or a computer with a webcam
- Email address
- Government-issued photo ID (U.S. driver's license or state ID, U.S. passport, or U.S. passport card)
- Social Security number
To verify your identity using Self-Service:
- Select Self-Service.
- Follow the prompts to upload your US driver’s license or state photo ID, or select Change Document to upload a passport or passport card. Learn how to take photos of your documents.
- Take and submit a video selfie. Your selfie will only be used to confirm that the person in the selfie matches your government ID. You may request that ID.me delete your Biometric Data at any time.
- Enter your Social Security number.
- Review and confirm that all of your information is accurate, then select Yes. After ID.me verifies your identity you will receive a confirmation message as a way to protect you from fraud.
- Allow to finish your identity verification process.
During a video call, you’ll upload a document and connect with a live agent to verify your identity without uploading a selfie. To verify, you’ll need:
- A mobile phone that has a camera or a computer with a webcam
- Email address
- Government-issued photo ID (U.S. driver's license or state ID, U.S. passport, or U.S. passport card)
- Social Security number
To verify on a video call:
- Select Video Call.
Note: If you don’t have the required identity documents, select I don't have a driver's license, state ID, passport, or passport card to verify on an extended video call. - Select Get Started, accept ID.me's consent to collect personally identifiable information, then select Continue.
- Follow the prompts to upload your US driver’s license or state photo ID, or select Change document to upload a passport or passport card. Learn how to take photos of your documents.
- Enter your remaining information, including your Social Security number, then select Continue. Learn why ID.me asks for your Social Security number.
Connect with a Video Chat Agent
During the call with your Video Chat Agent, the agent will compare you to your uploaded identity document. To connect to a video call:
- After your information is confirmed, you will be prompted to join a video call. Select Join video call to proceed.
- Wait for the next Video Chat Agent to be available.
- Consent to having your call recorded, select Continue, then select Join video call when prompted.
- Stay on the call as the Video Chat Agent compares you to your identity document photo. This should only take a moment.
Share your information with the IRS
To complete the process, you must consent to share your information with the IRS. How you do this depends on the verification method you used:
- Self-Service: After you confirm your information, select Allow to share your information.
- Video call: After you verify, you’ll receive an email with next steps. Follow the instructions in the email to share your information with the IRS.

Get your transmitter control code

Application tips
Follow these tips when applying for your TCC:
- Verify all Authorized Users listed on the application have an ID.me account before you sign the application. If you don't, you will receive an error message: “All users must register with e-Services before your application can be submitted” when an unregistered user exists. It may take up to 72 hours for a new account to be recognized by the application.
- On the ‘Select Your Organization’ page, select the ‘Individual’ option each time the application is accessed until the application is in ‘Completed’ status.
- Monitor the ‘TCC Information’ section on the ‘Application Summary’ page for TCC assignment.
- Wait for the application to be in ‘Completed’ status before making updates. Editing the application when it is in ‘Signature Required’ status, in some cases, will lock the application.
- Update your ‘Application Details’ page if you discover you selected the wrong role or transmission method (Issuer vs. Transmitter or Portal vs. A2A). Do not submit a request for an additional TCC on the 'Application Summary’ page.
