The Department of Health & Human Services (HHS) works with ID.me to verify your identity for the Payment Management System (PMS). ID.me is certified against federal standards to provide secure identity verification. Your ID.me Verified Identity helps businesses and government agencies ensure that the person logging in is really you and not someone pretending to be you.
This article explains how to set up your ID.me Wallet to use with HHS PMS.

Get started
HHS Payment Management requires that the email address on your PMS account be the default email on your ID.me Wallet. Because of this requirement, the process varies slightly depending on whether you already have an ID.me Wallet or are creating one for the first time.
Select a tab that aligns with your status for complete instructions.
Do not create another wallet if you already have one. Instead, you’ll need to:
- Add your PMS email as the default email
- Sign in to PMS and consent to share your verified identity information
Add your PMS email as the default email
If the email address you use with PMS is not connected to your ID.me Wallet, you need to add it and set it as default before you sign in to PMS using ID.me. Otherwise, you will see the following error screen:
To add the email you use with PMS as the default email:
- Go to ID.me My Wallet and sign in.
- Select Profile, then in the Email section, select Add an email.
- Enter your PMS email address, and select "Work" from the Use for drop-down menu.

Select Add email. A confirmation code is set to your email address.
Tip: If you don't receive the email, check your spam folder. You can resend the verification if needed. - Enter the code to verify your email.
- To set your PMS email address as the default address, select the three dot menu next to the email, then select Set as default.
Sign in and share your information
To access PMS:
- Go to the Payment Management System (PMS) login page.
- Select Sign In with ID.me, then sign in and complete multi-factor authentication (MFA).
- If required, follow the prompts to provide any additional information.
- From the Authorize screen, review the information that PMS will receive and then select Allow to consent to share that information with them.
If you do not have an ID.me Wallet, you need to:
- Create one using your personal email address
- Add your PMS email as the default email
- Verify your identity
Create an ID.me Wallet
To help ensure you always have access to your ID.me Wallet, create it using your personal email address, then add your PMS email.
To create a new wallet:
- Go to ID.me and select Create a wallet.
- Enter your personal email address and a strong password, then select Create wallet. Learn how to create a strong password.
- Follow the prompts to finish setting up your ID.me Wallet and to confirm ownership of your email.
Add your PMS email as the default email
To successfully verify your identity for PMS, the email address you use with PMS must be the default email address.
To add your PMS email as default:
- Go to ID.me My Wallet and sign in.
- Select Profile, then in the Email section, select Add an email.
- Enter your PMS email address, and select "Work" from the Use for drop-down menu.

Verify for HHS
To verify for PMS:
- Go to the Payment Management System (PMS) login page, then select Sign in with ID.me.
- Select Sign in with ID.me and sign in.
- Complete sign in using multi-factor authentication (MFA) or set up MFA.
- You can verify using one of these methods:

- In Person: For step-by-step instructions, visit Verifying your identity in person.
- From the Authorize screen, review the information that the PMS will receive and then select Allow to consent to share that information with them.
After ID.me verifies your identity, you will receive a confirmation message as a way to protect you from fraud.
