The Department of Health & Human Services (HHS) works with ID.me to verify your identity for the External User Management System (XMS). Applications include the National Practitioner Data Bank (NPDB), the Office of Medicare Hearings and Appeals (OMHA), the Payment Management System (PMS), and SmartStart Hub.
This article explains how to use ID.me at HHS.
Before you verify for HHS
To access HHS for work, the email address on your HHS account must be the primary email on your ID.me account. For steps, visit Updating your account email address.
Get started
To get started:
- Go to the HHS application or program you are accessing:
- Select Sign in with ID.me, then sign in with your ID.me account. If you haven't created an ID.me account, select Create an ID.me account.
- Complete sign in using multi-factor authentication (MFA) or set up MFA.
If you are accessing HHS XMS, select Allow to give ID.me permission to share your identity information with HHS. After sharing your information, you may continue with XMS and do not need to follow the steps to verify your identity below.
Verify your identity
You can verify using Self-Service or on a video call with an ID.me Video Chat Agent agent:

- In-Person: For step-by-step instructions, visit Verifying your identity in-person.
To complete your verification, select Allow to share your information with HHS XMS. After ID.me verifies your identity, you will receive a confirmation message as a way to protect you from fraud.
